The Prison Rape Elimination Act (PREA) was signed into law September 4, 2003. It supports the elimination, reduction and prevention of sexual assault within the corrections systems. The law was designed and passed for a variety of reasons: to establish a zero-tolerance standard for the incidence of rape in prisons and juvenile detention facilities, make the prevention of rape a top priority in each institution; develop and implement national standards for the detection, prevention, reduction, and punishment of rape; increase available data and information on the incidence of rape in juvenile facilities; and, increase the accountability of department officials who fail to detect, prevent, reduce, and punish child rape.
